Environmental Health Department <br />AMENDED <br />1/10/2020 <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />October 16, 2019 <br /> Facility Address: <br /> 180 BUTTON AVE, MANTECA <br /> Facility Name: <br /> CALIFORNIA AUTOSPORT <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 115 CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br />OBSERVATION: Bills of lading for the recycling of lead acid batteries were not found on site. <br />REGULATION GUIDANCE: <br />(A) The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR <br />section 1161, to record the shipment of spent lead-acid storage batteries to a person who stores the batteries or <br />who uses, reuses, recycles or reclaims the batteries or their components. <br />(B) The generator shall retain, at the generator's place of business for at least three years, a legible copy of each <br />manifest or bill of lading which identifies spent lead-acid storage batteries shipped to a person who stores the <br />batteries or who uses, reuses, recycles or reclaims the batteries or their components. <br />CORRECTIVE ACTION: Provide copies of battery core bill of lading records and a corrective action statement to <br />the San Joaquin County Environmental Health Department within 30 days. <br />This is a Class II violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br />OBSERVATION: <br />-Observed a soaked drip pad and coolant puddling on top of the blue 55 gallon plastic drum of used antifreeze in the <br />hazardous waste storage area. <br />-One white plastic 55 gallon drum labeled as waste antifreeze was observed in the back of the facility with open <br />bungholes and black oily liquid inside. Owner states he plans to reuse the drum and plans to empty the oily liquid <br />into a hazardous waste storage container <br />REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br />possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br />waste constituents to air, soil, or surface water which could threaten human health or the environment. <br />CORRECTIVE ACTION: Immediately clean the top of the drum of used antifreeze, clean up the oil staining in the <br />back yard, and properly manage the black oily liquid inside of the white 55 gallon drum in the back yard. Manage <br />the waste according to Title 22 California Code of Regulations for hazardous waste.
