SANAOAQU I N <br />COUNTY <br />Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Facility Name: <br />Facility Address: <br />1 <br />Date: <br />CALIFORNIA AUTOSPORT <br />180 BUTTON AVE, MANTECA <br />October 16, 2019 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item # <br />Remarks <br />113 <br />HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />OBSERVATION: Copies of consolidated manifest receipts from 10/16/16 through 10/30/17 and from 1/17/19- <br />4/11/19 for hazardous wastes including used oil filters, used oil, used antifreeze, and parts washer solution were <br />not found on site during the inspection. <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br />This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br />the regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from 10/16/16 - 10/30/17 <br />and 1/17/19 - 4/11/19 and maintain them on site. Provide a copy of the consolidated manifest receipts and a <br />corrective action statement to the San Joaquin County Environmental Health Department. <br />This is a minor violation. <br />115 <br />CCR 66266.81(a)(4)(B) Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br />OBSERVATION: Bills of lading for the recycling of lead acid batteries were not found on site. <br />REGULATION GUIDANCE: <br />(A) The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR <br />section 1161, to record the shipment of spent lead -acid storage batteries to a person who stores the batteries or <br />who uses, reuses, recycles or reclaims the batteries or their components. <br />(B) The generator shall retain, at the generator's place of business for at least three years, a legible copy of each <br />manifest or bill of lading which identifies spent lead -acid storage batteries shipped to a person who stores the <br />batteries or who uses, reuses, recycles or reclaims the batteries or their components. <br />CORRECTIVE ACTION: Provide copies of battery core bill of lading records and a corrective action statement to <br />the San Joaquin County Environmental Health Department within 30 days. <br />This is a Class II violation. <br />FA0015710 PRO541921 SCO01 10/16/2019 <br />EHD 22-01 Rev. 9/20/2019 Page 5 of 9 Small Quantity Hazardous Waste Generator OIR <br />1868 E.
