Regarding the floodway definition number 4, the report states that the project is indeed between the levees and flood water does flow over the project site which means it is within the floodway. The report then simply states that "it is not the watercourse itself'. The report need to explain this statement and provide concrete reasoning as to why the project site should not be considered part of a watercourse or river and why it does not meet floodway definition number 4.
