P Kasey Foley,REHS <br /> Website: www.sjgov.org/ehd Linda Turkatte,REHS <br /> Phone: (209)468-3420 <br /> Fax: (209)464-0138 <br /> September 14, 2012 <br /> Clara Colson, etal <br /> 8238 Thornton Road <br /> Stockton, CA 95209 <br /> Subject: 154 Airport, Manteca CA, APN 20014010. <br /> The San Joaquin County Environmental Health Department (EHD) has received a complaint <br /> that there is a well present that has been inactive since 2005 at the aforementioned property. <br /> The well has been found to test with detectable levels of MtBE, and as such may be a source of <br /> impairment to the ground water quality. When a well is inactive for greater than one year it is <br /> defined as being abandoned and must be destroyed under EHD permit and inspection, pursuant <br /> to San Joaquin County Well Standards and State of California, The Resources Agency, <br /> Department of Water Resources, Water Well Standards: State of California Bulletin 74-81 <br /> requirements, as follows: <br /> 1. San Joaquin County, Public Health Services, Environmental Health Division, Well <br /> Standards, Section 6.1 <br /> When a well no longer functions as originally designed, or cannot appropriately function <br /> in place of another design, or has fallen into such a state of disuse or disrepair that it <br /> may become a source of impairment to the ground water quality, constitutes a safety <br /> hazard, or found to be abandoned, it must be destroyed under a well destruction permit. <br /> 2. State of California, The Resources Agency, Department of Water Resources, <br /> Water Well Standards: State of California Bulletin 74-81, Part III, Destruction of <br /> Wells: <br /> Section 20. Purpose of Destruction states, "A well that is no longer useful must be <br /> destroyed in order to: 1.)Assure that the ground water supply is protected and <br /> preserved for further use." <br /> Section 21. Definition of"Abandoned" Well <br /> A well is considered "abandoned"or permanently inactive if it has not been used for one <br /> year, unless the owner demonstrates intention to use the well again. In accordance with <br /> Section 24400 of the California Health and Safety Code, the well owner shall properly <br /> maintain an inactive well as evidence of intention for future use in such a way that the <br /> following requirements are met: <br /> The well shall not allow impairment of the quality of water within the well and <br /> groundwater encountered by the well. <br /> Section 22. General Requirements <br /> All "abandoned"wells and exploration or test holes shall be destroyed. <br />
