PHS/EHD provides the following comments and directives. <br /> Analytical data from the site listed above confirms the presence of petroleum hydrocarbons in groundwater <br /> and drinking water wells north of the subject site. A large mass of MTBE and other fuel hydrocarbons are <br /> present which may endanger beruficial use groundwater. Pump tests from on-site extraction wells suggest <br /> that partial hydratilic control of contaminant migration may be feasible. Reduction of contaminant mass and <br /> reduction of plume migration at this site are critical as municipal and domestic supply wells arc in close <br /> proximity. Comprehensive and frequent assessment of plume dynamics, receptor risk, and the effects of <br /> remediation are strongly recommmdcd by PHSIEHD. <br /> Pump and Treat System <br /> PHS/EHD has conditionally approved the start up of the interim remediation system as listed below. <br /> The proposal is considered an interum remedial action, the design proposed is not to be considered a final <br /> remediation strategy. The plume is currently undefined, however, in accordance with corrective action <br /> regulation interim remedial action can occur concurrently with any phase of corrective action A Corrective <br /> Action Plan with cleanup levels complying with CCR, Title 23, Division 3, Chapter 16, Section 2721(b), <br /> 2726 and 2727 will be required following the implementation of this interim remedial action. At this time <br /> no clean up goal is implied or approved. A public participation notice will be posted at the site by <br /> PHS/EHT)on September 11,2000. <br /> A Iimited radius of influence has been documented at the discharge rate proposed_ PHS/EHD recommends <br /> that the responsible party simultaneously monitor, documcnt, and report the extent of plume capture and <br /> escape vertically and laterally. Modifications to the remediation system and plume monitoring system may <br /> be necessary and timely responses by the responsible party and consultant are important. <br /> The actual composition of the contaminant plume from this unauthorized release may not be known to <br /> PHS/EHD. Examples are impurities and by-products in fuel delivered and dispensed which may have been <br /> released to the subsurface,including degradation compounds.
