Process Hazard Analysis Report <br />7 Study Results and Recommended Actions <br />2020 <br />The study resulted in the thorough documentation of credible hazard scenarios and <br />operational concerns for the three (3) Anhydrous Ammonia Processes. A total of <br />152 what -if scenarios were evaluated. <br />Each recommendation was carefully reviewed to ensure that it is based on an <br />accurate assessment of the design and operation of the process. However, an <br />additional safety review will be necessary to ensure that the implementation does <br />not introduce another hazard. The disposition of each recommended action for the <br />what -if should be noted and retained to provide a permanent record for auditing and <br />resolution tracking purposes. <br />A risk ranking system was used by the team to rank each What -if ammonia release <br />scenario based on the team's estimate of frequency and consequence of the event <br />(Figure 2). These recommendations are listed in Appendix C. <br />The recommendations of this study shall be addressed within the San Joaquin <br />County Environmental Health timeframe of 1.0 year, as compared to the 2.5 years <br />allotted by the program regulations. If the recommendation(s) cannot be closed in <br />the timeframe, the facility shall come into an agreement with San Joaquin County <br />Environmental Health on a timetable of completion.
