Submit the records and a corrective action response to the San Joaquin County Environmental Health <br /> Department. <br /> This is a Class 11 violation. <br /> 3020 OBSERVATION: According to the controller, Kathleen O'Brien,the employees are trained in managing and <br /> handling treated wood waste(TWW). The facility could not provide a record of training during the time of <br /> inspection. <br /> REGULATION GUIDANCE: Per California Code of Regulations(CCR)67386.12: <br /> (a)An employer managing TWW shall provide training for all employees handling TWW and all employees that <br /> may reasonably be expected to contact TWW.A record of the training shall be maintained for a period of three <br /> years and available for review.The training shall include: <br /> (1)all applicable requirements of the California Occupational Safety and Health Act of 1973(ch. 1, part 1,div. 5 <br /> (commencing with§6300)of the Labor Code), including all rules, regulations,and orders relating to hazardous <br /> waste; <br /> (2)procedures for identifying and segregating TWW; <br /> (3)safe handling practices; <br /> (4)requirements of the alternative management standards;and <br /> (5)proper disposal methods. <br /> CORRECTIVE ACTION: Immediately provide documentation showing that the employees were trained per <br /> requirements in CCR 67386.12 CCR. In addition,provide the record of training. Submit the documents and a <br /> corrective action statement to the San Joaquin County Environmental Health Department. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> finished on August 13, 2020 and replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by September 12, 2020. <br /> The report was emailed to the controller, Kathleen O'Brien, at<kathy@hheng.com>.
