TABLE 3 <br /> OIL SPILL RESPONSE IMMEDIATE ACTIONS — §112.7(a)(3)(iv) <br /> If an oil spill occurs at the facility, the following procedures will be followed: <br /> 1. The employee who discovers the oil spill should attempt to identify the source of the leak <br /> and stop it, if it can be done without risk. <br /> 2. Notify the Shift Chief(Department Shift Supervisor). The Shift Chief will evacuate and <br /> contact local rescue service (Fire Department), if necessary, and contact the Emergency <br /> Response Team. <br /> 3. Depending upon the severity of the situation, the Shift Chief should immediately notify <br /> the Environmental Specialist or the Plant Manager of the situation. <br /> 4. The Environmental Specialist will determine the size and extent of the spill and mobilize <br /> the appropriate facility personnel (those personnel who have completed the SPCC <br /> training), equipment, and materials to stop and contain the oil spill. <br /> 5. If the Environmental Specialist determines that the spill cannot be contained by facility <br /> personnel, an emergency response contractor(Environmental Recovery Services [(562) <br /> 427-7277]) will be notified to assist in the containment and cleanup of the spill. No pre- <br /> arrangement agreement with the emergency response contractor is necessary. A copy of <br /> the emergency response contractor's capabilities is included in Appendix B. <br /> 6. The Environmental Specialist will also notify the Tracy Fire Department, if not already <br /> done so, for any spill that is not readily contained by Owens-Brockway personnel. The <br /> Fire Department will provide fire protection and potentially assist in the containment of <br /> the oil spill until the cleanup can be accomplished by either the facility personnel and/or <br /> Owens-Brockway's emergency response contractor. <br /> 7. The Environmental Specialist will communicate any spill situation to the appropriate <br /> authorities, after consulting with O-I Environmental Affairs. <br /> 8. Should a spill impact navigable waters; potentially violate water quality standards; cause <br /> a film, "sheen", discoloration, or a sludge emulsion, the Spill Coordinator must call the <br /> National Response Center at: <br /> National Response Center (800) 424-8802 <br /> 085405-App C1 Revised 12/19/1 7 <br /> Page 1 of 1. <br />
