2.0 INTRODUCTION <br /> 2.1 Goal of the Act <br /> It is the stated goal of the hazardous waste source reduction and management act to <br /> 1. Reduce the generation of hazardous waste at its source <br /> 2. Reduce the release into the environment, chemicals that have adverse and <br /> serious health or environmental effects <br /> 3. Document hazardous waste management information and make the information <br /> available <br /> 4. The act also stipulates that where source reduction is not feasible or practicable, <br /> recycling shall be encouraged. <br /> 2.2 Applicable waste streams <br /> The Act applies to generators who routinely generate, through ongoing <br /> processes and operations, more than 12,000 kilograms (approx. 12 tons) of hazardous <br /> waste in a calendar year. Routinely generated means all hazardous process wastes that <br /> are repeatedly generated as part of normal operations. <br /> 2.3 Exempt waste streams <br /> Wastes potentially generated in glass manufacturing plants which are exempt from this <br /> regulation include <br /> 1. Asbestos <br /> 2. Wastes from site cleanup or remediation <br /> 3. Demolition-renovation wastes <br /> 2.4 Right to review the plan <br /> This plan must be kept at the plant and made available to any authorized representative <br /> of the Department of Toxic Substance Control or the local CUPA upon request. The Act <br /> also requires that the plan be made available to the general public for review if <br /> requested. A public review can be scheduled at the plant, at a local library or through <br /> the local CUPA. <br /> 2.5 Revising/Amending the plan <br /> The plan must be revised every four years to satisfy the statutory requirements <br /> but can be amended at any time, without government approval, to update source <br /> reduction measures or implementation schedules. The next scheduled revision date is <br /> September 1, 2023 based on 2019 activity. <br /> After deciding to change a source reduction measure or an implementation schedule, <br /> the plan must be amended within 90 days to reflect the change and document the <br />
