PMR
bond
2.1 Tank Tight Testing
Per Attachment 4, Tanks C and D were tested for tightness on January 16 and 17, 2020. On January 16,
2020, after the oil skimmers were turned off such that no additional oil could enter the tanks, the depth of
oil in Tanks C and D were measured at 11:24 a.m. with 23 inches of oil and at 11:26 a.m. with one foot,
6.25 inches of oil, respectively,. Then on January 17, 2020, with the oil skimmer still turned off, Tanks C
and D were measured at 2:51 p.m. still with 23 inches of oil and 2:49 p.m. still with one foot, 6.24 inches of
oil, respectively. Due to the fact that both tanks did not lose any oil over the greater than 24-hour period,
they were determined to test tight and not leak.
2.2 Tank Dimensions on the Tank Drawings
Dimensions for Tanks C and D are shown on Attachment 5.
2.3 Ancillary Equipment Support and Protection
Visual inspection of the Tank System found ancillary equipment is supported and protected against
physical damage and excessive stress due to settlement, vibration, expansion or contraction. The
structural angles described in the System Integrity Report, which were being used to transfer oil into
Tanks C and D from oil skimmers, have been replaced with piping that is secure as shown in Attachment
6.
2.4 Certification of the Tank System
Visual inspection of the Tank System found no evidence of defects. Based on this and the information
provided in the System Integrity Report, as required by 40 CFR 265.192(a) and 22 CCR 66265.192(x), the
Tank System has been found to have sufficient structural integrity and is acceptable for the transferring of
hazardous waste. The tanks and containment system are adequately designed to achieve the
requirements of the applicable regulations. This certification is valid for five years only as long as the Tank
System is operated and maintained in accordance with applicable regulations for hazardous waste
management systems.
certify under penalty of law that this document and all attachments were prepared under my direction or
supervision in accordance with a system designed to assure that qualified personnel properly gather and
evaluate the information submitted. Based on my inquiry of the person or persons who manage the
system, or those persons directly responsible for gathering the information, the information submitted is, to
be the best of my knowledge and belief, true, accurate, and complete.
