SAN" J Dl+  I 1411" Environmental Health Department
COUNTYl
RCRA Large Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
OWENS-BROCKWAY GLASS CONTAINER INC 1 14700 W SCHULTE RD TRACY June 05 2019
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
102 CCR 66262.11 Failed to determine if a waste is a hazardous waste.
The following observations were made at the time of inspection:
1. Spillage of a green solidified substance was observed on the concrete pad beneath the electrostatic precipitators.
The substance was coming out of a pipe connected to the electrostatic precipitators (see photos IMG 6889-90). Bill
Boscacci, EH&S Director, stated this substance would be cleaned up and placed in the roll-off bin used for
non-hazardous waste batch,without first determining if the green substance is hazardous.
2.An off-white substance was found on the floor in the vicinity of the facility's newest generator(IMG 6932).
Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately stop disposal of
the green substance from the electrostatic precipitators, make a hazardous waste determination for the substance,
and manage it according the Title 22 hazardous waste regulations.
Submit a statement and supporting documentation explaining how this waste was managed.
This is a repeat violation, Class II.
111 CCR 66265.54 Contingency plan not current.
At the time of inspection, Bill Boscacci, noted that the contingency plan did not list the street sweeper on the
emergency equipment list. The street sweeper was observed cleaning the asphalt outside near the electrostatic
precipitators, at the time of inspection.
Bill also noted that the location of the vacuum listed on the emergency equipment needed to be updated, as a vacuum
was also being used in the Batch House, in addition to the Mold Shop.
Bill updated the contingency plan accordingly at the time of inspection.
The contingency plan shall be reviewed and immediately amended, if necessary,whenever:
-applicable regulations are revised;
-the plan fails in an emergency;
-facility changes in design, construction, operation, maintenance, or other circumstances that increases the
potential for fires, explosions, releases of hazardous waste, or changes the response necessary in an emergency;
-the list of emergency coordinators changes; or
-the list of emergency equipment changes.
Immediately amend the contingency plan, and submit a copy to the EHD for review.
This was corrected on site.
This is a repeat violation, Class II.
FA0006674 PR0220086 SCO01 06/05/2019
EHD 22-03 Rev.09/27/2018 Page 5 of 13 RCRA Large Quantity Hazardous Waste Generator OIR
1868 E.
