Washington Street, Stockton, <br /> Stockton County, California (the "Site"). The Facility combusts biomass (urban, <br /> agriculturally and forest derived wood) fuel in a 699 MMBtu/hour Stoker boiler. Steam <br /> produced in the boiler drives a steam powered electricity generator. Natural gas is also <br /> combusted during boiler start-up and during times of low biomass injection. <br /> The biomass combustion process produces a consistently fine ash known as Fly Ash <br /> and a coarse ash known as Bottom Ash. Fly Ash and Bottom Ash are <br /> collectively referred to herein as the "Ash". The Ash is handled and stored at the <br /> Site in preparation for the subsequent landfill disposal or beneficial reuse as a soil <br /> stabilizer, moisture absorption reagent, bulking material, road and construction <br /> materials, or as landfill alternative daily cover. <br /> The production, handling, storage and reuse of Ash at this Site, is regulated by several <br /> agencies within California. The San Joaquin Valley Air Pollution Control District <br /> (SJVAPCD) is responsible for regulating stationary emission sources, including fugitive <br /> 5 <br />
