SAN J OAQU I N Environmental Health Department <br /> CC LJ N T Y------- <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SAN JOAQUIN CATHOLIC CEMETERY 1719 E HARDING WAY, STOCKTON August 17,2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 113 HSC 25160.2(b)(3)Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br /> years during the inspection. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years August 2017 to August 2020 <br /> for all hazardous waste including used oil, oily absorbent, and used oil filters. Provide these records and a <br /> corrective action statement to the EHD within 30 days. <br /> This is a minor violation. <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: <br /> -two 55 gallon drums of used oil were observed in the hazardous waste storage area with oily sludge covering the <br /> tops of the drums <br /> -oily spills were observed on the floor of the hazardous waste storage area <br /> an oil spill was observed outside the hazardous waste storage area covering an approximate area of 6x12 inches <br /> -the 280 gallon diesel tank was observed with spills on the top and sides of tank <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean spills. Manage the waste according to Title 22 California Code of <br /> Regulations for hazardous waste.
