San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sogov.org/ehd
Small Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
Moctezumas Auto Dismantling &Auto 1 1679 S Union St, Stockton December 21, 2018
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
608 CCR 66266.130 Failed to properly manage used oil and fuel filters.
Disposal records for the used oil filters from the forklifts were not found on site. The manager stated that someone
comes to work on the forklift and takes the waste back with him. The manager did not know who did the work on
the forklifts or what he does with the waste. Per Title 22 California Code of Regulations(CCR)66266.130, oil filters
that are not completely drained need to be managed as hazardous waste. If the oil filters are completely drained,
they can be disposed of via recycling.A bill of lading needs to be left with the facility for drained oil filters. Per 22
CCR 66266.130 (c)(5), bills of lading must indicate generator, transporter, and receiving company names,
addresses, telephone numbers, the quantity and size of used oil filter containers transferred, and the date of
transfer. If the oil filters are being taken as recycling, immediately start to keep and store the bills of lading when the
filter waste is generated.
This is a minor violation.
Overall Inspection Comments:
An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the
complete report which replaces the initial checklist.
Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement
documenting the corrective actions that have been or will be taken for each violation, and any supporting
paperwork, within 30 days of receiving the complete inspection report.
Waste Streams: used oil, used antifreeze, forklift waste, used absorbent
Note: Violations 102, 110, 113, and 608 were added.
AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING
THIS FACILITY BACK INTO COMPLIANCE.
THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE.
Received by: Date: Inspector: Inspector Phone:
Printed Name and Title: JOHN ALANIZ, REHS (209)468-3147
FA0024425 PR0542525 SCO03 12/21/2015
EHD 22-01 Rev.09/22/16 Page 7 of 7 Small Quantity Hazardous Waste Generator OIR
