SAN J O A Q U I N Environmental Health Department <br /> COUNTY <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> UNITED FACILITIES 4718 NEWCASTLE RD, STOCKTON July 24, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> -Two blue metal 55 gallon drums of used oil were observed in the hazardous waste storage area without <br /> accumulation start dates. <br /> -One blue metal 55 gallon drum of used antifreeze was observed in the hazardous waste storage area without an <br /> accumulation start date and hazardous properties on the label. <br /> All hazardous waste containers shall be marked with the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all hazardous waste containers are marked with all the required <br /> information. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> One black metal 55 gallon drum of drained used oil filters was observed in the hazardous waste storage area with <br /> an accumulation start date of 11/27/17. The last disposal record for drained used oil filters was dated 11/27/2017 <br /> from American Valley Waste Oil. Facilities that generate up to one ton of used oil filters per year may store the <br /> filters up to one year. Facilities that generate one ton or more of used oil filters may store the filters for up to 180 <br /> days. Immediately recycle these filters under a bill of lading and submit a copy of the bill of lading to the EHD. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by August 24, 2019. <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
