SANJ O A Q U I ,Ih'[E F Environmental Health Department <br /> COUNTY- <br /> - Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> WORLDWIDE FLIGHT SERVICES 4725 S B ST, STOCKTON September 18, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 106 CCR 66262.34(d)(2)Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained. According to Mayra Hernandez, Manager, <br /> employees undergo training for hazardous materials. According to Frank Stanich,the training does not cover <br /> information on dealing with the different wastes generated and how to properly handle and dispose of them. <br /> Saturated oily absorbent was observed in a cardboard box with heavy staining on the box and on the ground below <br /> it. Oily absorbent was observed on the ground in several locations throughout the facility. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San <br /> Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous <br /> waste. <br /> This is a minor violation. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: Hazardous waste generator signed copies of Uniform Hazardous Waste Manifest(UHWM)for <br /> used oil, used antifreeze, oily absorbent, and oil filters were not found on site. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste. <br /> CORRECTIVE ACTION: Locate a copy of the generator signed manifests from 9/18/2016-9/18/2019 and send a <br /> copy to the San Joaquin County Environmental Health Department(EHD).
