Both companies take oil filters back with them. Disposal records for the used oil filters for the last <br /> three years were not found on site. <br /> REGULATION GUIDANCE: Per California Health&Safety Code(HSC)25163, a valid hazardous waste transporter <br /> license is required to transport hazardous waste. Per Title 22 California Code of Regulations(CCR)66266.130, oil <br /> filters that are not completely drained need to be managed as hazardous waste. If the oil filters are completely <br /> drained,they can be disposed of via recycling.A bill of lading needs to be left with the facility for drained oil filters. <br /> Per 22 CCR 66266.130 (c)(5), a bill of lading needs to indicate:the generator and transporter,the receiving <br /> company names, addresses and telephone numbers,the quantity and size of the used oil filter containers <br /> transferred, and the date of transfer. <br /> CORRECTIVE ACTION: If the oil filters are being taken as recycling, immediately start to store the bill of Iadings <br /> when the waste leaves the site. Start maintaining all required records. <br /> This is a minor violation. <br /> 710 HSC 25201.16(h)(4)No written operating procedure for aerosol can processing. <br /> OBSERVATION: The facility is processing universal waste aerosol cans without developing and implementing a <br /> written operating procedure detailing the safe processing of universal waste aerosol cans.According to Frank <br /> Stanich, Lead Mechanic,the facility takes the actuators off of aerosol cans and punctures them. <br /> REGULATION GUIDANCE: <br /> (4) The handler ensures that the processing operations are performed safely by developing and implementing a <br /> written operating procedure detailing the safe processing of universal waste aerosol cans. This procedure shall, at a <br /> minimum, include all of the following: <br /> (A) The type of equipment to be used to process the universal waste aerosol cans safely. <br /> (B) Operation and maintenance of the unit. <br /> (C) Segregation of incompatible wastes. <br /> (D) Proper waste management practices, including ensuring that flammable wastes are stored away from heat and <br /> open flames. <br /> (E) Waste characterization. <br /> CORRECTIVE ACTION: Develop and implement a written operating procedure detailing the safe processing of <br /> universal waste aerosol cans in compliance with this section.
