The following is an itemized list of hazardous waste violations that have not been <br /> addressed for WORLDWIDE FLIGHT SERVICES as of October21, 2019. <br /> Open violations from September 18, 2019 inspection <br /> Violation #113- Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION Copies of consolidated manifest receipts from 9/18/2016-9/18/2019 for hazardous wastes <br /> including used oil, used antifreeze, oily absorbent, and oil filters were not found on site during the inspection. <br /> According to Frank Stanich, Lead Mechanic, Holt services forklifts, and Sunbelt Rentals services diesel generators. <br /> Both companies take used oil back with them. Disposal records for used oil for the last three years were not found <br /> on site from Holt, and the Subelt Rentals invoices did not include the information on where the waste was being <br /> taken to. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from 9/18/2016-9/18/2019 <br /> and maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective action statement <br /> to the San Joaquin County Environmental Health Department. <br /> If used oil form the service companies is not being disposed of on a uniform manifest or a consolidated manifest, <br /> the following documentation needs to be kept for each facility to show that the repair business is following California <br /> Health and Safety Code Section 25250.12 under Article 13 of Management of Used Oil: <br /> -The amount of used oil generated showing that no more than 55 gallons is transferred in the vehicle at any one <br /> time. <br /> -The address information on where used oil is being transported to. <br /> -The date the used oil is generated. <br /> ❑ This violation was corrected ❑ This violation will be corrected by (date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation #301 - Facility not maintained to minimize the release of a hazardous waste. <br /> OBSERVATION: Saturated oily absorbent and dirt was observed on the ground throughout the facility. <br /> REGULATION GUIDANCE: A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment <br /> CORRECTIVE ACTION: Immediately clean the saturated oily absorbent and dirt. Manage the waste according to <br /> Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting documentation to <br /> the San Joaquin County Environmental Health Department describing the storage and final disposition of the <br /> cleaned up waste. <br /> Page 3 of 9 <br />
