Vehicles are being maintenance by Diesel Performance, but maintenance receipts did not note the <br /> quantity of oil of filters that were being taken away . The receipts also did not note where Diesel <br /> Performance disposes of used oil and fuel filters . <br /> Salvation Army Adult Rehabilitation Center have vehicles maintenance by Diesel Performance ( change <br /> oil and oil filters ) . The oil and filters are transported back to the maintenance company facility . <br /> Used oil can be transported back to Diesel Performance, but Salvation Army ARC needs to receive a <br /> record that demonstrates the date of service, the amount of oil , and the address of the maintenance <br /> company . This record needs to be maintained by Salvation Army ARC for three years to demonstrate <br /> proper handling of the used oil to inspectors from my agency . The relevant Health and Safety Code <br /> section 25250 . 12 is attached to this email . <br /> Used oil filters can be transported back to Diesel Performance , but the filters must be drained before <br /> transport, usually by puncturing the filter . If the filters are not drained , they are oily solid hazardous <br /> waste and cannot be transported by Diesel Performance unless they have a hazardous waste <br /> transporter license . <br /> If the filters are drained and they have a metal shell , they are considered recyclable metal and can be <br /> hauled by Diesel Performance . Salvation Army ARC needs to receive a record that demonstrates that <br /> Salvation Army ARC and Diesel Performance names, addresses, and phone numbers, date of transport <br /> and amount of drained oil filters . The record also must indicate that the filters are drained . See <br /> attached guidance documents . <br /> 701 — CCR 66273 . 32 ( a ) UW handler failed to notify EPA RA and obtain EPA ID # prior to accumulating <br /> > 5000kg of UW . <br /> More than S , OOOkg of universal waste was accumulated without a federal EPA ID number. <br /> Statement provided - Federal EPA ID number CAL000383215 . Currently working with organization ' s <br /> internal compliance team to acquire appropriate EPA ID number. <br /> Please submit a copy of your Federal EPA ID application to EHD . <br /> Violations that have been addressed <br /> 102 - CCR 66262 . 11 Failed to determine if a waste is a hazardous waste <br /> There was an open container holding leaking bottles of antifreeze/coolant . <br /> Statement provided - Leaking antifreeze container . Antifreeze was captured and put into existing, <br /> secure , antifreeze containers . Surplus antifreeze was used to top of multiple vehicles in the Donated <br /> Vehicle Lot . <br /> 104 . CCR 66262 . 34 ( d ) ( 2 ) No modified contingency plan Observed a sign posted with emergency <br /> response numbers, but no emergency coordinators contacts wereprovided . <br /> Statement provided - Emergency Response Form has been completed and posted by several key <br /> phone locations throughout the facility . The fire system /sprinkler system is up to date technology <br /> and completely automated and direct dial via cellular to emergency services . <br /> 303 - CCR 66262 . 34 ( d ) ( 2 ) Failed to maintain all communication or alarm systems, spill control , or <br /> decontamination equipment .
