S A N J D AR I N Environmental Health Department <br /> (L)j ;"� 1 Y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> AMERICAN MODULAR SYSTEMS 787 SPRECKELS AVE, MANTECA October 22, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 113 HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br /> OBSERVATION: Copies of consolidated manifest receipts from the last three years for hazardous wastes including <br /> used oil, used coolant, used oil filters,waste fuel, oily solids, and paint waste were not found on site during the <br /> inspection. <br /> REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br /> This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br /> the regulated activity or as requested by the department or a certified unified program agency. <br /> CORRECTIVE ACTION: Immediately locate a copy of all consolidated manifest receipts from the last three years <br /> and maintain them on site. Provide a copy of the consolidated manifest receipts and a corrective action statement <br /> to the San Joaquin County Environmental Health Department. <br /> This is a Class II violation. <br /> 115 CCR 66266.81(a)(4)(B)Failed to retain copy of manifest or bill of lading for spent lead acid batteries for 3 years. <br /> OBSERVATION: Bills of lading for the recycling of lead acid batteries from the last three years were not found on <br /> site.According to Anthony Williamson, supervisor,the facility recycles 15 to 20 lead acid batteries per year. Old <br /> batteries are core exchanged by O'Reily Auto Parts. <br /> REGULATION GUIDANCE: <br /> (A)The generator shall use either the manifest or a bill of lading which fulfills the requirements of Title 13 CCR <br /> section 1161,to record the shipment of spent lead-acid storage batteries to a person who stores the batteries or <br /> who uses, reuses, recycles or reclaims the batteries or their components. <br /> (B)The generator shall retain, at the generator's place of business for at least three years, a legible copy of each <br /> manifest or bill of lading which identifies spent lead-acid storage batteries shipped to a person who stores the <br /> batteries or who uses, reuses, recycles or reclaims the batteries or their components. <br /> CORRECTIVE ACTION: Provide copies of battery core bill of lading records and a corrective action statement to <br /> the San Joaquin County Environmental Health Department within 30 days. <br /> This is a Class II violation. <br /> FA0014459 PR0544250 SCO01 10/22/2019 <br /> EHD 22-01 Rev.9/20/2019 Page 5 of 9 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
