Environmental Health Department <br />Small Quantity Hazardous Waste Generator Inspection Report <br />Date: <br />April 25, 2019 <br /> Facility Address: <br /> 2318 S AIRPORT WAY, STOCKTON <br /> Facility Name: <br /> FAMILY DOLLAR #31867 <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br />- When asked how chemical spills in the facility are cleaned, Monica stated Spill Magic (absorbent) is used to absorb <br />the spill. When asked how the used absorbent is managed, Monica stated the used absorbent in placed in the trash. <br />- A Corrosive Bases (CB) HW tote was found with accumulation start date of 9/10/18, which is past the 180 day <br />storage limit, and contained a leaky bottle of Purple Power Cleaner/ Degreaser labeled "CB" (IMG 5571-2). <br />- An OX HW tote was found with accumulation start date 9/10/18, which is past the 180 day storage limit, and <br />contained the following bagged items (IMG 5574-6): <br /> - A partially filled leaky bottle of hydrogen peroxide labeled "OX." <br /> - A leaky container of Ajax with bleach cleaning powder. <br /> - Used absorbent was not found at the time of inspection to account for the missing liquid from the hydrogen <br />peroxide container. Monica did not know what happened to the missing liquid. The hydrogen peroxide container was <br />not marked with the words "store-use." <br />- An Aerosols, Combustibles, and Flammables (AF) HW tote was found with accumulation start date 9/10/18, which is <br />past the 180 day storage limit, and contained the following bagged items (IMG 5577-81): <br /> - A black trash bag which had a container partially filled with gasoline. According to Monica, the container was <br />returned by a customer because the container began to leak once she put gasoline in the container. The container <br />was triple bagged. <br /> - A half filled leaky container of Febreze Fabric Refresher spray with free-flowing liquid in the single bag without <br />absorbent. According to the Family Dollar Hazardous Waste Training Guide, absorbent should be applied to a bag <br />containing free liquids and the leaky item should be double-bagged. <br /> - Three bagged aerosol cans, each labeled "UW." <br />- A TX OTC HW tote was found with accumulation start date 9/10/18, which is past the 180 day storage limit, and <br />contained the following bagged items (IMG 5582-4, 5611-2) <br /> - Several packs of Glow In The Dark glow sticks <br /> - Four Slim Fast Original meal replacement shakes, labeled "TX" and with Nutrition Facts. According to Monica, Julia <br />Giddens, Environmental Specialist for Dollar Tree and Family Dollar, indicated Slim Fast Original meal replacement <br />shakes should go into the TX OTC HW tote. <br />- A package containing what appeared to be six Boost meal replacement shakes and another package containing <br />EAS Advant EDGE High Protein shakes were found in the facility dumpster. Boost meal replacement shakes were <br />found on a sales shelf next to Slim Fast Original meal replacement shakes, both of which had Nutrition Facts labels, <br />inside the facility. The EAS Advant EDGE shakes also had Nutrition Facts labels. Slim Fast Original shakes were <br />previously observed in a TX OTC HW tote. (IMG 5593-4, 5607, 5611-2) <br />- A container of Suavitel fabric softener was found leaking from a broken cap adjacent to the facility mop sink and was <br />not labeled as a store-use item (IMG 5585-7). Monica did not know how long the container had been there. Monica <br />placed the fabric softener in front of the hazardous waste storage area to be processed as hazardous waste. <br />- Two filled containers of Clorox Fraganzia fabric softener were found in front of the hazardous waste storage area (IMG <br />5543, 5592).
