Linda Turkatte [EH]
To: Joseph Valdez
Subject: RE: 10900 E. Colony Rd. Lodi, CA 95240
Hi Joseph,
Chemicals used to manufacture methamphetamine were found in the house, the barn/kennel, and in the mobilehome.
So all surface areas in these structures are areas of concern. All surfaces will either have to be sampled to show they
were not impacted, or cleaned and then sampled, or removed and disposed of. Surfaces that are removed in their
entirety do not have to be sampled for the cleanup but the landfill where the items are being disposed of may need
some sampling to be done. The debris from a meth lab clean up will likely have to go to a Class II landfill - in San
Joaquin County we have one Class II landfill, Forward Landfill. The landfill should advise you of their sampling
requirements.
Other areas of concern are the heating and air conditioning system, including the vents, and any septic tank that may
have received waste from the structures (there was also a sink in the barn). Typically, the contents of the septic tank
are sampled and, based on the results, a determination is made if the contents should be removed and properly
disposed of and also whether more investigation needs to be done in the septic leach field area. If there was any
documentation of dumping of wastes or chemicals on the property, those areas would have to be addressed as well. I
don't believe that any areas were identified on this property.
I hope this information is useful. You will need to submit a work plan addendum to address the change from some
cleaning and some removal to complete removal and disposal. Let me know if you have any more questions or if we
should maybe meet to discuss.
Thanks,
Linda Turkatte, REHS
Program Coordinator, Housing Programs
San Joaquin County, Environmental Health Department
600 East Main Street, Stockton CA 95202
Voice: (209) 468-3912
Fax: (209)468-8392
www.sjgov.org/EHD
From: Joseph Valdez [mailto:lmconstructionco@yahoo.com]
Sent: Monday, May 23, 2011 2:07 PM
To: Linda Turkatte [EH]
Subject: RE:10900 E.
