Garrett T. Backus [EH]
From: Todd. Lisa [ToddLi@Saccounty.net]
Sent: Friday, February 03, 2006 12:55 PM
To: Garrett T. Backus [EH]
Subject: chciken manure at Silva Ranch
Hi Gary,
I was going to talk to Robert about this at the LEA round table this week at our office but the meeting went so long
didn't have the heart to keep him longer. From what I can find in the composting reg definitions, the activity
doesn't constitute"disposal" if land applied at an agronomic rate according to the food and drug code. Of course
when I looked up that FDC section it didn't mention rates of application. So, I'm a little confused. The planning
dept. here said it's a fertilizer and they don't restrict it's use. I called the water board, Anne Olsen. Haven't heard
back yet. 1 also just left a message for Mr. Silva.
With your experience with agricultural operations, am I missing something? I realize that if they pile up this
material, or the green waste they currently take in for that matter, it may reach compostable material temps. At
that point I can step in and tell them to get a permit. Nuisances are another issue but I may just have to keep an
eye on the operation to determine if any will exist.
1'd appreciate any input you can offer.
Thanks,
Lisa Todd, RENS
Sacramento Co.
