SFPUC - 3 - 27 June 2018
San Joaquin County
Pursuant to Water Code section 13260, SFPUC is hereby directed to submit:
(a) A Cease Discharge Certification which certifies that all discharges of waste to the
sedimentation basin have ceased and that all waste generated at the Tesla Water
Treatment facility will be disposed of at an appropriately permitted disposal site. The
report shall describe how waste will be containerized and include the name of the
appropriately permitted disposal site where all waste will now be disposed of.
(b) A Report of Waste Discharge which is a technical report characterizing the waste
generated at your facility and containing the information required by Section 21710 of
Title-27
The burden, including the costs, of producing these technical and monitoring reports bears a
reasonable relationship to the need for the reports since the reports are necessary to prevent
continued violations and assess actions required to protect water quality. SFPUC owns and
operates the facility cited herein and are responsible for the discharge of wastes and pollutants
generated at the Facility.
1. By 9 July 2018, submit the Cease Discharge Certification signed under the penalty of
perjury statement (below) certifying that all discharges of waste to the sedimentation
basin have ceased. The report shall describe how waste will be containerized and
include the name of the appropriately permitted facility where all waste will now be
disposed.
"1 certify under penalty of law that I have personally examined and am familiar with the
information submitted in this document and all attachments and that, based on my
inquiry of those individuals immediately responsible for obtaining the information, 1
believe that the information is true, accurate, and complete. 1 am aware that there are
significant penalties for submitting false information, including the possibility of fine and
imprisonment."
2. If SFPUC notifies the Regional Board that they plan on discharging to a permitted waste
management unit, then no later than 7 January 2019, submit a complete Report of
Waste Discharge that complies with Article 4 of Title 27.
Because the technical reports involve planning, investigation, evaluation, engineering design, or
other work requiring interpretation and proper application of engineering or geologic sciences,
the report shall be prepared by or under the direction of persons registered to practice in
California pursuant to California Business and Professions Code sections 6735, 7835, and
7835.1. As required by these laws, completed technical reports must bear the signature(s) and
seal(s) of the registered professional(s) in a manner such that all work can be clearly attributed
to the professional responsible for the work.
Failure to submit technical reports prepared by an appropriate professional will be deemed
unacceptable and may subject you to penalties of up to $1,000 per day pursuant to California
Water Code section 13268.
