The
SFPUC originally responded to the NOV on July 9, 2018 and has thereafter
provided monthly updates to the Regional Board. The purpose of this letter is to
summarize relevant background information, describe response actions
implemented by the SFPUC, provide regulatory and technical analysis
undertaken by SFPUC's consultants, and set forth the conclusions of that
analysis and the interception plan for handling any future lamp breaks. As
described in more detail below, SFPUC undertook a very conservative
approach to managing the lamp break water out of an abundance of caution —
intercepting the water, containing it in Baker tanks, and disposing of it at a
location approved for disposal of hazardous waste. However, in collaboration
with our consultants, we have concluded that discharge of the lamp break
water to the grit pond, consistent with the Facility design, is appropriate from London N.Breed
both a technical and a regulatory perspective.
