Conditions for N -9432- 1 -0 ( continued ) Page 3 of 3
26 . Source testing shall be conducted using the methods and procedures approved by the District . The District must be
notified at least 30 days prior to any compliance source test, and a source test plan must be submitted for approval at
least 15 days prior to testing . [District Rule 1081 ]
27 . The results of each source test shall be submitted to the District within 60 days thereafter . [District Rule 1081 ]
28 . The following scrubber operating parameters shall be monitored and recorded on each day that the scrubber operates :
a) the differential pressure across the scrubber media, in unit of inch water column ; b) the scrubber spray nozzles
flowrate , in unit of gallon per minute ; c) the scrubber liquid recirculation flow rate and the liquid blow-down rate, each
in unit of gallon per minute ; and d ) the pH reading across the scrubber media . [ District Rule 2201 ]
29 . The slot velocity of the push/pull ventilation system shall be monitored and recorded on each day that the ventilation
system operates . [ District Rule 2201 ]
30 . On each day the aluminum surface finishing equipment operates, the operator or permittee shall demonstrate that the
established minimum inward velocity on each opening is met by measuring and recording inward velocity at each
opening. If a velocity less than the established minimum inward velocity is determined, operating adjustments shall be
made as required to increase the measured inward velocity to the established minimum inward velocity within l hour
of the initial measurement . If the operator or permittee is unable to demonstrate a minimum inward velocity is met
within 2 hours after initial measurement, the operator or permittee shall cease surface finishing operations and notify
the District within 24 hours of the initial measurement . [District Rule 22011
31 . The permittee shall maintain the following daily records . 1 ) captured and controlled emissions of NaOH, H2SO4 ,
HNO3 , and NOx, each in unit of pound ; 2) fugitive emissions of NaOH, H2SO4 , HNO3 , and NOx, each in unit of
pound ; 3 ) the slot velocity of the push/pull ventilation system , in unit of feet per minute ; 4) the inward velocity on each
opening of the facility , in unit of feet per minute ; 5 ) the differential pressure across the scrubber media , in unit of inch
water columns 6 ) the scrubber spray nozzles flowrate, in unit of gallon per minute ; 7 ) the scrubber liquid recirculation
flow rate and the liquid blow-down rate, each in unit of gallon per minute ; and 8) the pH reading across the scrubber
media . [District Rule 2201 ]
32 . The permittee shall maintain records sufficient to demonstrate compliance with each emission limit . These records
shall contain each calculated emission quantity as well as each process variable used in the respective calculations .
[District Rule 2201 ]
33 . The permittee shall maintain records of all inspection, cleaning, and maintenance of the push/pull ventilation system
and the scrubber . [District Rule 2201 ]
34 . All records shall be maintained and retained on -site for a period of at least five years and shall be made available for
District inspection upon request . [ District Rules 1070 and 2201 ]
