In Paragraph 3, he writes about the consequence of clogging by soil and/or root intrusion. I have had
several conversations with Mr. Chris Strycharz, PE who is the engineer for the Infiltrator Water
Technologies company, the manufacturer of the drainage modules I specified. Infiltrator has not observed,
nor heard of any soil intrusion into their modules, simply because there is no "force" to create such an
effect. The only scenario where soil intrusion could occur would be if the water table increased in
elevation into the modules carrying soil with it. In this instance, the entire system would be in failure
under any design. While it is true root intrusion may occur, root intrusion can occur under many different
scenarios and OWTS designs. This is why Roto -Rooter is a successful business.
There are many more rebuttals to Mr. Hantzsche's paid review that can be made. The main issue with all
four of these projects is that I designed an innovative, highly cost-effective, simple, gravity -operated
wastewater treatment system for homeowners, not a commercial facility with large flow volumes and high-
strength wastewater. I am ethically obligated to provide my clients with the most economical use of
construction materials and ease of construction. I accomplished both, while still managing environmental
protection. The absurdity of placing undue economic burden and stress on homeowners, based upon an
equation that has more than a dozen variables associated with it, is beyond the pale.
The most disturbing issue regarding Mr. Hantzsche's review is this: It has come to my attention from
reliable sources that my reports are the only reports EHD has Mr. Hantzsche review. If this is true, then
this is highly prejudicial and highly unethical on both EHD's behalf and Mr. Hantzsche. Therefore, I am
calling for the San Joaquin County Board of Supervisors to investigate the validity of this statement. This
should be very easy to determine and I expect to find out the truth.
Respectfully submitted,
CHESNEY CONSULTING ?to fessio
or p • Ches a
No. 7.5479
Don Ches ey, PE ;
Registered Civil Engineer #C75479 J,
fa Civil tia
fe °f Cal
Chesney Consulting
