REHS RE: Soil Suitability/Nitrate Loading Study 228 KID Rd, Lathrop APN 191-24-018, SR0081371 The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate Loading (SSNL) Study, dated October 23, 2019, submitted on November 5, 2019, for the above noted location, and has the following comments for your consideration. The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment system (OWTS) usage and the potential impact of nitrate to groundwater for the proposed project development. The proposed development project includes: 1. A 1,620 square foot two bed -room residence. 2. The OWTS usage with waste water of 280 gallons a day from existing residence and 280 gallons a day from proposed two bedroom residence totaling in 456 gallons a day. The estimated nitrate loading from this existing and proposed usage shows a potential for nitrate impact to groundwater above water quality objectives. According to SSNL Study, the estimated nitrate loading from this existing and proposed OWTS usage is 14.96 mg/L-N; it is above the water quality objective of 10 mg/L-N. Based on the information provided, the EHD can make the following findings. 1. The SSNL Study supports the suitability for OWTS usage with the following conditions: a. The potential impact of the nitrate to ground water shall be mitigated. OWTS shall utilize supplemental treatment and meet performance requirements in Section 10.9 of Regional Water Quality Control Board OWTS policy (Boards Policy). b. A Registered Civil Engineer shall submit complete engineering design plan to EHD for approval prior to issuance of building permit. Fee will be based on the current fee schedule at time of payment. c. Percolation test conducted at the site percolates at the rate of 20.83 minute per inch. The OWTS shall have a minimum distance of 8 feet from bottom of dispersal system to groundwater. d. Annual permit is required. Fee for annual operating permit is due at time of OWTS permit application. e. To monitor the effectiveness of the supplemental treatment system, quarterly sampling of the effluent and under leach field is required. The first sampling shall be done six (6) months after the OWTS installation. Sampling results shall be submitted to EHD for review.
