Facility operations generate hazardous waste fuel and used oil filters. A number of <br />hazardous waste requirements were out of compliance which suggests basic hazardous waste management <br />training has not been completed. <br />REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br />waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br />emergencies. <br />CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San <br />Joaquin County Environmental Health Department (EHD) for employees whose responsibilities include hazardous <br />waste. <br />This is a minor violation. <br />110 <br />CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br />OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br />years during the inspection. <br />REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br />with section 66262.23(a) for three years or until the generator receives a signed copy from the designated facility <br />which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br />waste was accepted by the initial transporter. <br />CORRECTIVE ACTION: Provide a copy of disposal records for the past three years 08-10-17 to 08-10-20 for all <br />hazardous waste including waste fuel. Provide these records and a corrective action statement to the EHD within <br />30 days. <br />This is a Class II violation. <br />113 <br />HSC 25160.2(b)(3) Failed to keep copies of consolidated manifesting receipts for three years. <br />OBSERVATION: The business operator could not provide hazardous waste disposal records for the past three <br />years during the inspection. <br />REGULATION GUIDANCE: The generator shall retain each consolidated manifest receipt for at least three years. <br />This period of retention is extended automatically during the course of any unresolved enforcement action regarding <br />the regulated activity or as requested by the department or a certified unified program agency. <br />CORRECTIVE ACTION: Provide a copy of disposal records for the past three years 08-10-17 to 08-10-20 for all <br />hazardous waste including waste fuel.
