SAN ) O A Q U I N Environmental Health Department <br /> C: 0ul`i I Y RECEIVED FEB 19 2019 <br /> WIN <br /> Underground Storage Tank Program Inspection Report <br /> IIII <br /> Facility Name: Facility Address : <br /> CHEVRON STATION #372736/2223 9484 WEST LN , STOCKTON Date: <br /> Item # Remarks February 19 , 2019 <br /> 209 CCR 2716(a-e) Failure to conduct the designated UST operator visual inspection at least once every 30 days. <br /> The designated operator failed to document the following , <br /> On the 10/30/ 18 designated operator ( DO) inspection report under <br /> -Section VI <br /> The OWNER / OPERATOR failed to provide a name, signature, and date within 48 hours of receiving the DO report <br /> under the ACKNOWLEDGMENT OF COMPLIANCE ISSUES section . The DO report was initially signed by the <br /> designated operator withing the 48 hours however the operator did not sing the report until 2/8/ 19. Ensure that the <br /> operator is signing the document within the require time frame provided by the regulations. <br /> During the monthly Inspection, the designated operator shall review the alarm history for the previous month, check <br /> that each alarm was documented and responded to appropriately , and attach a copy of the alarm history with <br /> documentation taken in response to any alarms to the monthly report. Ensure that designated operators performing <br /> inspections at least once every 30 days at this facility and are including all of the required information on the reports <br /> This is a minor violation. <br /> 313 HSC 25290, 1 , 25290 .2, 25291 Failure to construct, operate, and maintain primary containment as product-tight <br /> Seepage was observed in UDC 1 /2 in the 91 product indicating a leak in the primary piping All primary containment <br /> for the UST system must be tight. Immediately have a properly licensed, trained, and certified contractor repair or <br /> replace the failed component under permit and inspection of the EHD. <br /> This is a minor violation. <br /> 315 HSC 25291 (e) Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). <br /> Liquid was observed in the 87 product, 91 product and diesel product fill sump along with UDC 1 /2 If water could <br /> enter into the secondary containment by precipitation or infiltration, it must be removed and disposed of properly. <br /> Immediately remove this liquid, make a hazardous waste determination per Title 22 hazardous waste regulations, <br /> and manage it accordingly. Ensure that the 87 product, 91 product, diesel fill sump and UDC 1 /2 is maintained free <br /> of liquid <br /> This is a minor violation . <br /> 320 CCR 2635 , 2637. 21 2665, 2712 Failure to comply with the installation, inspection , or record keeping of the overfill <br /> prevention. <br /> Owners or operators of underground storage tanks that do not meet California Code of regulations, title 23 division <br /> 3, chapter 16 section 2635(c)(2) shall test overfill prevention equipment once by October 13th , 2018 and every 36 <br /> months thereafter, and within 30 days of the date of a repair. The site conducted the testing on October 10th, 2018 <br /> with passing results for the Diesel tank however the site has not performed the testing on the 87 product and 91 <br /> product tanks because the drop tubes could not be removed . Ensure to conduct overfill prevention equipment <br /> inspection within the time frame provided by the regulation and submit test results within 30 days of performing the <br /> inspection .
