This proposal was <br /> developed after correspondence with Mr. Jeff Otto, using Kleinfelder's current understanding of the <br /> site conditions and is a preliminary understanding of Granite Constructions desires and <br /> requirements. We prepared this proposal based on information usually requested in a workplan by <br /> San Joaquin County Public Health Services Department Environmental Health Division <br /> (PHS/EHD) and the State of California Regional Water Quality Control Board(RWQCB). <br /> Kleinfelder is committed to providing quality service to our clients, commensurate with their wants, <br /> needs, and desired level of risk. If a portion of this proposal does not meet your needs or if those <br /> needs have changed, Kleinfelder will consider appropriate modifications, subject to the standards of <br /> care to which we adhere as professionals. Modifications such as changes in scope, methodology, <br /> scheduling, and contract terms and conditions may result in changes to the risks assumed by you as <br /> well as adjustments to our fees. We look forward to the opportunity to serve you. <br /> PROPOSED SERVICES <br /> Task 1 - Permitting and Pre-Field Activities <br /> Kleinfelder will prepare a well permit application for submittal along with this <br /> proposal/workplan to PHS/EHD. Prior to well abandonment, a well destruction permit will be <br /> obtained from PHS/EHD. Kleinfelder personnel will review the scope of work and schedule and <br /> coordinate the work to be done with subcontractors. Granite Construction will be notified prior to <br /> the field work. Kleinfelder will schedule grout inspection services with PHS/EHD. <br /> Task 2—Piezometer Well Abandonment <br /> Six two-inch diameter PVC piezometers PZ-1 through PZ-6 were previously installed in the <br /> vicinity of two gravel pits at the Granite Tracy facility to monitor groundwater elevations. <br /> Granite Construction has requested that the piezometers be abandoned as part of the reclamation <br /> process. Mr. Harlin Knoll at PHS/EHD has indicated that each of the six piezometers can be <br /> destroyed using a bentonite slurry under pressure. <br /> 20-YPO-357/2000429/2000W047 Page A-1 <br /> Copyright 2000, Kleinfelder,Inc.
