1.0 INTRODGCTION <br /> On June 2 1999 Ceres Associates conducted soil and groundwater sampling to assess subsurface <br /> conditions at Quality Cleaners, 3081 North Tracy Boulevard, Tracy, California(Property) (please <br /> refer to Figure 1).The purpose of the work was to assess if past and current use of the Property have <br /> adversely impacted the environmental quality of the Property. The work was performed for Wells <br /> Fargo Bank Commercial Mortgage Origination, San Francisco, California (Property lender) and <br /> Western Gravel Company, Incorporated, Los Gatos, California (Property owner). Work was <br /> conducted in general accordance with Ceres Associates proposal CA518P2 dated May 18, 1999 and <br /> authorized by a signed contract dated May 19, 1999. <br /> 1.1 PROPERTY AND SURROUNDING AREA DESCRIPTION <br /> The Property is located at 3081 North Tracy Boulevard,Tracy,San Joaquin County,California,and <br /> is legally described by its assessor's parcel number 214-180-41. Quality Cleaners occupies an <br /> approximately 1,625 square-foot tenant space within the Tracy Corners Shopping Center. Quality <br /> Cleaners is bounded to the east by Household Finance Company (HFC) and Always $1 Store and <br /> to the east by Ybarra Jewelers (please refer to Figure 2). The adjacent areas to the north and south <br /> are asphalt-covered parking and delivery areas associated with the above-listed businesses. <br /> Residential sites are located adjacent to the south and west of the Tracy Corners Shopping Center. <br /> Commercial businesses,restaurants and an ARCO gasoline service station (ARCO) are located to <br /> the north and east of the shopping center. The ARCO site is located approximately 600 feet north <br /> of the Property in the presumed downgradient groundwater flow direction from the Property. <br /> The Property topography is relatively flat. The nearest surface water feature is an un-named pond <br /> associated with El Pescadero Park located about 1,500 feet southeast of the Property(USGS,Union <br /> Island, California Topographic Quadrangle, 1978). <br /> 1.2 PREVIOUS INVESTIGATIONS <br /> Ceres Associates conducted a Phase I Environmental Site Assessment (ESA) for the Property in <br /> May, 1999. During the course of the assessment materials suspected of being waste <br /> tetrachloroethylene(PCE)was observed on a painted concrete floor beneath a waste PCE extraction <br /> port associated with a"open loop" dry cleaning machine located in the tenant space occupied by <br /> Quality Cleaners. In addition,significant staining of the painted concrete floor was observed in the <br /> vicinity of waste and active PCE storage containers within Quality Cleaners. Based on the above <br /> observations, Ceres Associates recommended conducting soil and groundwater sampling in the <br /> vicinity of floor staining as well as an area outside the rear entrance of Quality Cleaners. <br /> CACeres Associates 1 Project CA518-2 <br /> WFB-CMO,Quality Cleaners.Tracy,CA June 8,1999 <br />
