A J OA U I Environmental Health Department <br /> COUNTY <br /> Underground Storage Tank Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Colonial Energy CE 40134 (DBA Power Mart) 1 1434 W Yosemite Ave, Manteca October 03, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 306 CCR 2630(d), 2641(a) Monitoring equipment is not installed or maintained to detect a leak at the earliest <br /> opportunity. <br /> The 87 and diesel STP sump sensor was raised approximately 2 inches off the lowest point of the sump, located off <br /> the sump saddle and not located to detect a leak at the earliest opportunity. Monitoring equipment shall be <br /> maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the lowest <br /> point of the sump by the service technician. Ensure that all monitoring equipment is maintained and located to <br /> detect a leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a Class II violation. <br /> 315 HSC 25291(e)Water in secondary containment not removed, analyzed, and properly disposed of (pre-Jul 2003). <br /> Liquid was observed in the 87 and diesel STP sump. If water could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. The service technician removed the liquid <br /> from the 87 STP sump. Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This was corrected on site. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> The monitoring system certification was conducted today (10/3/19) and was witnessed by EHD. The paperwork <br /> inspection still needs to be conducted.
