(KSN) regarding the proposed wastewater system
design to install a 5,000-gallon waste-water holding tank (the tank) at the above-referenced location (the site).
EHD has the following comments for your consideration:
1. The proposed location of the tank does not meet minimum setback requirement of 100 feet to per
Table 1.5 of Section 1.5 of the San Joaquin County Onsite Waste Treatment System (OWTS)
Standards. KSN stated in the Letter that the location meets 50-foot set back as an "Existing, Non-
Conforming OWTS". The parcel is not a non-conforming lot, as the property is listed as a 12-acre
parcel. Please submit revision / addendum for the location of the tank that meets minimum of 100
feet setback to waterways per OWTS Standards.
2. EHD accepts the revised calculations based on the attendee record of the 2019 calendar year
provided in the letter.
- Average 13 attendees per day for Peak Week use (average is based on maximum attendee of 90
attendees per day over a 3 consecutive day period according to 2019 attendee records);
- Overnight Water Use of 40 gallons/capita/day at assumed 25% of total,
- Camp Day Use of 20 gallons/capita/day at assumed 75% of total;
The peak 7-day required capacity is 2,275 gallons.
3. EHD accepts the proposed 5,000-gallon holding tank which meets the 2,275 gallon peak 7-day
capacity plus 100% reserve.
4. EHD accepts the revised Service Agreement with Advanced Septic Service, LLC dated May 29, 2020
which scheduled pumping frequency quarterly (April 1, June 1, August 1, October 1) or as needed,
with the following condition:
- In addition to the quarterly pumping, pumping must be conducted between "time-to-pump" alarm
which is set at tank being 80% full, and "exceeding reserve storage level" alarm which is set at 95%
full (see below). EHD recommends scheduling pumping with the contractor as soon as the "time-to-
pump" level has been reached in order to prevent any accidental overfill and release of wastewater to
the environment.
5. EHD accepts the audible and visual alarm setting of "time-to-pump" alarm which is set at tank being
80% full, and "exceeding reserve storage level" alarm which is set at 95% full.
