Approve the Negative Declaration; and <br /> 2. Approve Site Approval Application No. SA-92-73 based on the Findings and subject to the <br /> Conditions of Approval recommended in the staff report. <br /> FINDINGS <br /> 1. The proposed use is consistent with the goals, policies,standards, and maps of the General Plan <br /> and any applicable Specific Plan or Special Purpose Plan. <br /> • This Finding can be made because the site's AG-40 zone is consistent with Its <br /> General Plan designation of A/ (General Agriculture). Poultry farms are Included in <br /> the Animal Raising/Small Animals use type and may be permitted in the AG-40 zone <br /> subject to an approved Site Approval application. The proposed reestablishment of <br /> the poultry farm presents no significant General Plan policy issues, and there Is no <br /> Specific Plan for the project site. <br /> 2. Adequate utilities,roadway improvements,sanitation,water supply,drainage,and other necessary <br /> facilities have been provided,and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This Finding can be made because the project has public road frontage on Carter <br /> Road and because provisions for storm drainage and on-site sewage disposal and <br /> water service must meet County standards and Code requirements. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This Finding can be made because the proposed project and site plan, subject to the <br /> recommended Conditions of Approval,will conform to all applicable Development Title <br /> regulations and Code requirements. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare, <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This Finding Can be made because the initial Study prepared for SA-92-73 found that <br /> the project would not result In significant, adverse impacts on adjacent properties. <br /> 5. The use is compatible with adjoining land uses. <br /> • This Finding can be made because the proposed use is a permitted agricultural use <br /> isIn an agricultural area. <br />
