Henry Road, Farmington; San Joaquin County <br /> f <br /> CONTACT(S) : Jerry Baughman, manager <br /> INSPECTION DATE: 3 December 1982 <br /> INSPECTED BY: John Menke <br /> ACCOMPANIED BY: Jerry Baughman <br /> OBSERVATIONS AND COMMENTS: <br /> In response to a complaint of an off-property waste discharge, I contacted Mr. <br /> Baughman and inspected the subject facility. I obversed that wastewater from one <br /> holding pond had flowed through an underground channel in the berm and onto a field <br /> to the south and thence into the area drain. The channel may have been caused by a <br /> burrowing rodent; there was no evidence of a deliberate discharge through the gated <br /> overflow pipe located on the holding pond. <br /> In October 1982, Mr. Baughman had completed waste system improvements which were <br /> intended to eliminate the wintertime waste system problems that have historically <br /> occurred at this facility. During this inspection he observed that the completed <br /> improvements appeared insufficient to ensure facility operation in compliance with <br /> the State's animal waste management guidelines. He indicated that he now planned to <br /> move a pump to a location where wastewater could be pumped into an existing irriga- <br /> tion system and utilized for pasture irrigation. He also observed that improvements <br /> could be made in the current system for wastewater irrigation of the pasture to the <br /> south of the holding ponds; the current system was hurriedly constructed in October <br /> 1982 so that the pond wastewater level could be lowered prior to this year's rainy <br /> season. <br /> Since major waste system improvements probably cannot be made until spring, Mr. <br /> Baughman will need to carefully manage the current system to avoid additional <br /> violations of the guidelines. He will need to monitor the holding pond berm integ- <br /> rity and, if possible, utilize wastewater for irrigation between storms when water <br /> can be applied without excessive runoff. <br /> INSPECTION SUMMARY: <br /> An off-property waste discharge occurred, probably via a rodent burrow. However, <br /> waste system improvements are necessary to ensure facility operation in compliance <br /> with guidelines. <br /> HN L.
