Bills of lading must indicate generator,transporter, and receiving company names, addresses, <br /> telephone numbers,the quantity and size of used oil filter containers transferred, and the date of transfer.A copy of <br /> each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where the used <br /> oil filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately drain all metal oil filters of free-flowing oil, store them in closed, rainproof <br /> containers, label the container with the words"drained used oil filters,"and mark the container with an accumulation <br /> start date. Dispose of all used oil filters stored on-site greater than one year. Used oil filters not stored, handled <br /> and disposed of according to this section are regulated as hazardous waste. Provide a corrective action statement, <br /> disposal records and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report on 12-12-19 which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Waste Streams: Used oil, waste antifreeze, used paper oil filters, used metal oil filters, oily debris, lead acid <br /> batteries. <br /> Note: The following were observed on-site: <br /> One dumpster bin observed with used oil inside, found in the parking area located at the south side of the <br /> facility. Operator states the used <br /> oil originates from used hydraulic oil hoses. Operator states his employees drain the hoses and then throw them <br /> away. Called Garrett Backus (Lead <br /> Senior REHS) requesting assistance on how to write violation. He suggested the crew clean out the used oil <br /> from the dumpster bin and upgrading all violations to class II violations.
