1.0 INTRODUCTION AND SUMMARY <br /> 1.1 INTRODUCTION <br /> This document presents a Preliminary Endangerment Assessment (PEA) Work Plan for the proposed <br /> Lockeford Elementary School expansion site (the Site) at 19555 North Tully Road in the community of <br /> Lockeford, San Joaquin County, California, 95237. This PEA Work Plan is being submitted by URS <br /> Corporation (URS)under Work Order No. 1-501-1.0-104292-27, dated December 12, 2002, issued by the <br /> California Environmental Protection Agency(CalEPA),Department of Toxic Substances Control (DTSC) <br /> under Agreement No. 02-T2501. <br /> In order to comply with state requirements for new school construction projects that went into effect in <br /> January 2000, Lodi Unified School District (LUSD) requested DTSC's assistance in providing a PEA for <br /> the environmental review of the Site. The DTSC has agreed to provide the LUSD with a PEA for the Site <br /> under a grant funded by the United States Environmental Protection Agency (USEPA). DTSC requested <br /> URS to complete a PEA at the Site. <br /> A Phase I Environmental Site Assessment (ESA) report, dated September 24, 2002 for the Site, prepared <br /> by NOA Environmental (NOA), was submitted to LUSD. The information compiled in the Phase I ESA <br /> report was used as a basis for the site background review during the preparation of this PEA Work Plan. <br /> In December 2002, a site reconnaissance/scoping visit was performed by the URS Project Manager with <br /> the DTSC Project Manager to review the current Site conditions and potential sampling locations. The <br /> Site location is shown on Figure 1. <br /> This PEA Work Plan was prepared in accordance with the guidelines of the DTSC,as detailed in the PEA <br /> Guidance Manual (DTSC, 1994) and associated DTSC guidance documents. The scope of the PEA Work <br /> Plan was provided by the DTSC in the Work Order. A project scoping meeting was held with <br /> representatives of the DTSC and URS in November 2002 to discuss the schedule and scope of the PEA <br /> Work Plan. <br /> This PEA Work Plan is organized in accordance with the model work plan provided by DTSC, as <br /> follows. Section 1.0 presents an introduction and summary of site background information and planned <br /> field sampling and data collection activities presented in the Work Plan. Section 2.0 presents the overall <br /> objectives of the PEA process, and Section 3.0 presents a detailed discussion of site background research <br /> conducted in preparation of the Work Plan. The Field Sampling Plan (FSP), included as Section 4.0, <br /> presents a detailed discussion of planned field and laboratory data collection activities that will be <br /> conducted to evaluate environmental conditions at the Site. The planned Human Health and Ecological <br /> Screening Evaluation is described in Section 5.0, and the planned PEA Report preparation is addressed in <br /> Section 6.0. The proposed work schedule is included in Section 7.0, and references for this Work Plan <br /> are listed in Section 8.0. Tables and figures for the Work Plan follow the text. The Quality Assurance <br /> Project Plan (QAPP) found in Appendix A describes quality assurance (QA) and quality control (QC) <br /> measures to be used during project execution to provide an appropriate level of assurance that the data <br /> collected during the PEA meet project data quality objectives (DQOs) to support risk-based decisions <br /> regarding site acceptability for school use.
