The sensor was located
on the side opposite the fuel piping and was placed over a foot south of the lowest point. Monitoring equipment
shall be maintained to be able to detect a leak at the earliest possible opportunity. The sensor was relocated to the
lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained to detect a
leak at the earliest opportunity.
This is a repeat violation, Class II.
319 CCR 2635, 2637.1, 2665, 2712 No spill bucket, failed to contain 5 gallons, no means to keep it empty, or failed to be
tested.
The 91 north spill container failed to have a minimum capacity of five gallons. All spill containers shall have a
minimum capacity of five gallons. Immediately contact a properly licensed, trained, and certified contractor to repair
or replace the spill container under permit and inspection of the EHD.
The 87 spill container failed when tested. All spill containers shall have a minimum capacity of five gallons and be
capable of containing a spill or overfill until it is detected or cleaned up. Immediately discontinue deposition of
petroleum into this tank until the component is repaired or replaced by a properly licensed, trained, and certified
contractor under permit and inspection of the EHD. If the spill container can't be replaced immediately, there is a
possibility that the 87 UST system may be red tagged to prevent fuel inputs.
This is a repeat violation, Class II.
331 CCR 2630(d), 2641(a) Liquid does not flow into the sump in the event of a leak (i.e.,failure to remove test boot)..
The plug under the clamshell on the 91 south STP sump product piping was not removed. The Schrader valve was
open, but was pointed up. Any potential release from the primary containment into the secondary containment in
the 91 south piping does not flow into a collection sump. All secondary containment systems shall be sloped so that
all releases will flow to a collection sump located at the low point of the underground piping. Immediately contact a
properly licensed, trained, and certified contractor to ensure that any releases in the 91 south piping flows into the91
south piping sump.
This is a Class II violation.
Overall Inspection Comments:
The monitoring system certification was conducted today (4/11/19) and was not fully witnessed by EHD. Looked
inside all sumps and UDCs. Verified sensor locations and piping communication. Witnessed sensor
functionality verification testing, including positive shutdown, fail safe, and sensor out. Witnessed diesel and
leak detector testing.
The paperwork inspection is scheduled for 4/15/19 at 2 PM.
FA0001146 PR0231598 SCO01 04/11/2019
EHD 23-01 Rev.09/22/16 Page 4 of 5 Underground Storage Tank Program OIR
