Because the WDRs were adopted on 19 March 2004, the first monitoring report that should have been submitted was for April 2004. However, in the table below staff has allowed an additional month for the Discharger to set up his sampling program. Staff reviewed self-monitoring reports for the time period January through April 2005. The review revealed substantial noncompliance with the Monitoring and Reporting Program(MRP).
