The document does not <br /> address the technical issues raised in the Regional Board's most recent conditional approval letter(Third <br /> Conditional Approval) dated 21 July 2005. In addition, your correspondence indicates that staff has not <br /> responded to the 14 March 2005 addendum prepared by Professional Geotechnical Consultants (PGC); <br /> that is not correct, with this document staff has provided four reviews of the groundwater monitoring <br /> well installation documents.
