Tretheway Road PERMIT/SERVICES <br /> Lockeford, CA 95237 <br /> THIRD CONDITIONAL APPROVAL, GROUNDWATER MONITORING WELL INSTALLATION <br /> WORKPLAN, SCHATZ WINERY,ACAMPO, SAN JOA QUIN CO UNTY <br /> I have reviewed the Addendum IL Response to Second Conditional Approval Letter, prepared by <br /> Professional Geotechnical Consultants, dated 23 May 2005 and determined the monitoring network that <br /> is proposed is not adequate. The plan was required by Waste Discharge Requirements Order No. <br /> R5-2004-0035, Provision G.l.c. <br /> After reviewing Addendum II, I have the following comments: <br /> — The workplan proposes installation of two groundwater monitoring wells; this is inadequate to <br /> determine the groundwater flow direction. A minimum of three groundwater monitoring wells is <br /> required. <br /> — Neither of the two proposed wells is likely to be located upgradient of all waste application areas. <br /> In addition. both wells appear to be poorly located to monitor on-site wastewater storage or <br /> application Features. For example: <br /> o The wel l proposed to be located at the eastern edge of the property is within the land <br /> application area but only 18-feet from the land application area edge. It is unknown what <br /> groundwater samples from that area will represent. <br /> o The well proposed to be located near the wastewater storage pond appears to be over 100- <br /> feet from the wastewater storage pond and is south of the pond. Furthermore, because the <br /> pond size does not comply with State standards for storage capacity it is likely that the pond <br /> will be reconfigured. The "Overall Site Plan" should show the planned location of the <br /> larger wastewater storage pond. <br /> Staff strongly recommends that further research of regional groundwater flow direction be <br /> undertaken and revised well locations be considered. If wells are installed in areas that do not <br /> monitor the land application areas and groundwater upgradient of all wastewater application and <br /> storage areas, additional wells will be required. <br /> Please address the above comments in an addendum letter to be submitted by 21 September 2005 and <br /> prior to installation of the wells. Please note that the WDRs required groundwater monitoring to begin <br /> California Environmental Protection Agency <br /> �a Recycled Paper <br />
