Tretheway Road <br /> Lockeford, CA 95237 <br /> CONDITIONAL APPROVAL, GROUNDWATER MONITORING WELL INSTALLATION <br /> WORKPLAN,SCIIATZ WINERY,ACAMPO, SAN JOA QUIN COUNTY <br /> I have reviewed the Monitoring Well Work Plan,prepared by Professional Geotechnical Consultants, <br /> dated 17 January 2003, which was not received by the Regional Board until 28 June 2004. The plan was <br /> required by Waste Discharge Requirements Order No. R5-2004-0035, Provision G.l.c. <br /> After reviewing the workplan, I have the following comments: <br /> — The workplan does not clearly present the well casing size. Section C of the report describes a <br /> minimum casing size of six-inch diameter, however the monitoring well drawing presents a four- <br /> inch diameter. Please clarify the well design and ensure that it is consistent with the California <br /> Well Standards Bulletin 74-90 (Part II, Section C), which requires a minimum two-inch annular <br /> seal. <br /> — The workplan states the surface seal shall be approximately 10 feet long. This is not consistent <br /> with Bulletin 74-90 (Part II, Section A.1), which requires a seal no less than 20 feet in length. <br /> Because the depth to groundwater is estimated to be approximately 65 feet, a longer annular seal <br /> is appropriate. A longer annular seal will also minimize the possibility of the monitoring wells <br /> acting as a preferential conduit for poor quality groundwater to migrate to greater depths. Please <br /> revise the well design to maximize the annular seal length. <br /> — Staff recommends that the sand pack be surged prior to installation of the bentonite transition <br /> seal to consolidate the filter pack. <br /> — The well sampling section of the workplan doesn't adequately describe constituents to be <br /> analyzed, sample containers, preservatives, holding times, or analytical methods. Staff notes that <br /> the workplan was prepared prior to adoption of the WDRs. Monitoring and Reporting Program <br /> No. R5-2004-0035 lists the analyses that are required. Please ref6r to the adopted order for <br /> complete monitoring requirements. Also note that a Sampling and Analysis Plan (SAP) is <br /> required as part of the workplan. Please submit the SAP. <br /> — The monitoring schedule presented in the workplan is not consistent with the MRP.
