ATTACHMENT A <br /> SETTLEMENT AGREEMENT <br /> ADMINISTRATIVE CIVIL LIABILITY COMPLAINT NO. R5-2005-0528 <br /> Please include or address the following items and issues in the Abbreviated RWD: <br /> 1. A Land Application Area Improvement Report that is consistent with Provision G.l.d of WDRs <br /> Order No. R5-2004-0035. <br /> 2. Describe any changes to the facility description in the findings of WDRs Order No. R5-2004- <br /> 0035. <br /> 3. Provide a flow diagram of the wastewater collection and treatment system. Include a map <br /> showing the locations of all treatment equipment, clarifiers, sumps, or pump stations. Describe <br /> procedures to control contaminants in the wastewater streams. <br /> 4. Describe the wastewater system and how the system is protective of the quality of the underlying <br /> groundwater. <br /> 5. For land application of wastewater, present loading rates for BOD (in lbs/acre/day), total <br /> nitrogen (in lbs/acre/year), and salts (in lbs/acre/year). Provide a description of the land <br /> application area and the application technique. State the number of acres of land and crops grown <br /> on application areas. Provide a map of land application areas. Describe crop harvesting and <br /> disposal procedures. Describe the mixing ratio of wastewater and supplemental irrigation water <br /> prior to application. Describe the tailwater control and return system or other measures to <br /> prevent irrigation tailwater from leaving the fields. . <br /> 6. Submit a water balance employing 100-year return annual total rainfall amounts distributed <br /> monthly in accordance with mean rainfall patterns and estimated wastewater generation rates. <br /> The water balance should demonstrate adequate capacity for application of all wastewater plus <br /> stormwater. Rainfall amounts, annual return totals, and distribution can be obtained from the <br /> California Department of Water Resources (Matt Winston, 916-574-2615). <br /> 7. Describe the storage and disposal of all solid wastes generated in the winemaking process. <br /> Include a description of operation and maintenance procedures that prevent odor complaints, fly <br /> breeding, or other nuisance condition. If solid waste is disposed on site, provide nutrient loading <br /> and crop uptake rates, and demonstrate that those rates are protective of underlying groundwater. <br /> 8. Describe the storage/disposal of all stormwater. <br /> - I - <br />
