A complete three year bill of lading <br /> record for used oil filter recycling was not observed during the inspection. Bills of lading were not observed for the <br /> following date range: 6-1-2019 to 11-8-2019. <br /> Note: This business became operational at this site in June of 2019. Bill of lading records for the transport of <br /> drained used metal oil filters from client sites back to 300 W Larch Rd were not observed during the inspection. <br /> REGULATION GUIDANCE: <br /> Persons generating,transporting, or receiving used metal oil filters shall use a bill of lading to record the transfer of <br /> used oil filters. Bills of lading must indicate generator,transporter, and receiving company names, addresses, <br /> telephone numbers,the quantity and size of used oil filter containers transferred, and the date of transfer.A copy of <br /> each bill of lading must be kept on the premises of the generator,transporter, and receiving facility where the used <br /> oil filters were handled. Copies of bills of lading shall be kept for a period of three years. <br /> CORRECTIVE ACTION: Immediately begin keeping and recording bill of lading records for transport of drained <br /> used oil filters back to this facility and for disposal from this facility. Used metal oil filters not stored, handled and <br /> disposed of according to this section are regulated as hazardous waste. Provide a corrective action statement and <br /> supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the <br /> complete report on 12-17-2019 which replaces the initial checklist. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, within 30 days of receiving the complete inspection report. <br /> Note: This is a new business location. 2.5 tons were generated as of November 8th 2019. <br /> Two 32 ounces sample jars of waste antifreeze were taken by Environmental Health Department on 11/15/2019. <br /> The waste antifreeze was tested for hazardous waste toxicity by Title 22 California Code of Regulations section <br /> 66261.24. The sample did not show hazardous waste characteristics for metals or fish toxicity. <br /> The following items were corrected on site: <br /> ITEM 1: No modified contingency plan <br /> OBSERVATION: A complete modified contingency plan was not posted at the facility.
