The soil source site SC 007 is in Geotracker as Open -Active with gasoline contamination above the Environmental Screening Levels (ESL). The Cleanup oversight agency is San Mateo County LOP. Contact is Brian Gwinn, bgwinn@smcgov.org, 650-272-4590. 1 called Brian and discussed the soil being dumped in San Joaquin County. Brian said the source of the soil site consultant is getting approval from SJCEHD to dump the soil. I told Brian that we don't issue approval letters of this type or give verbal approval. Brian will email me the soil management plan for this site since it's not uploaded into Geotracker. I received a call from Jake Madden, Program Specialist, San Mateo County EH, 650-399-5959. He said the soil management plan is up on Geotracker and the soil should have gone to a landfill. I observed a letter on Geotracker dated June 28, 2018 from property owner Shane Ledbetter accepting 2000 loads of"clean" dirt onto his property off of 21219 Naglee Rd and Middle Rd in Tracy. I am creating another complaint for this address. 08/02/2018 Went to this site with Muniappa Naidu and delivered a Notice to Abate. A PE 2200 BACKUS 60 min representative of Naglee Burk irrigation district accepted the NAI. I took photos of SC 004 newly applied soil that was spread out. See also COSSY7D7G. 08/03/2018 Received a call from Shawn Munger from ENGEO (916-580-6535). He wanted to PE 2200 BAKER 30 min know the status of the complaint. I told him that everything is still being reviewed SC 007 right now. I would let him know if I need anything else. I asked him if he could give me clarification on the different people/companies involved. He said that his company works for Summerhill homes and that they are developing the Burlingame site for apartments. They are required to complete a soil management plan and part of that was doing 22 soil borings at different depths resulting in 64 samples. They found that at SB21 & SB22 it had more hydrocarbons so that dirt was excavated and taken to Potrero Landfill. The other dirt that was excavated (9 feet for a parking garage) by Stitch Construction was to be taken to Lammers & Banta sites to be put on agriculture land. He said the Stitch Construction was bringing dirt from other sites to those locations as well.
