LAMMERS ROAD, TRACY, CA95304 Activity Date Recorded by 07/16/2018 Received an anonymous complaint that contaminated dirt was being PE BAKER 30 min dumped on Lammers Road in Tracy with cross street Bethany Road. The dirt 2200 came from 1025 Rollins in Burlingame and is being taken to a private SC 007 residence on Lammers. The dirt was supposed to go to an approved landfill but they received more money to take it to the site on Lammers Road. The source wanted to remain anonymous. Created a complaint for this. 07/17/2018 Went to investigate alleged complaint that a private property on Lammers PE BAKER 60 min Road in Tracy near Bethany Road was receiving contaminated dirt. As I was 2200 heading north on Lammers Road I saw three empty dump trucks heading SC 004 south. I did not see which property they came from. Found the property that the alleged complaint seemed to be about. Talked to Edgar Mota a worker for Naglee Burk Irrigation District. He was the only one on site. He said the property was owned by Naglee Burk Irrigation District. He said they were receiving the soil from the Bay Area but he did not know where from. He said that Naglee Burk Irrigation District was the company bringing the soil. He said they were putting the soil there to level the ground because in winter time the water from the ditch next to the property floods onto the property and they get a lot of mosquitoes. He allowed me to take pictures of the dirt. The dirt appeared to be clean without any debris in it and I did not smell anything unusual. There was a sign across the street that said Naglee Burk Irrigation District Main Station (209) 835-0395 with an address of 18961 Lammers Road. Came back to the office. 07/17/2018 Found property on Parcel Viewer. It is owned by Naglee Burk Irrigation PE BAKER 60 min District. Called the phone number for the company 835-0395. The lady 2200 referred me to the President Leonard Alegre(209-914-1802). 1 talked to him SC 007 and he said the Justin Cracreft would be able to send me the documentation that the dirt was clean (209-640-8310). Justin Cracreft said that he gave my information to Shane Ledbetter and that he is supposed to send me the proof that the dirt is clean. Called Shane Ledbetter(209-834-4708). He said he doesn't work for a company and locates places for them to dump dirt. He said the dirt is coming from Burlingame. I gave him my email and he is going to send me the documentation. Got the letter from Shane Ledbetter. Letter states that the contaminated dirt was taken to Potrero Hills Landfill on June 7, 2018 and the other remaining dirt is what was taken to 18972 Lammers Road. Called Shane Ledbetter back and asked him if he had disposal records for the contaminated dirt and he said that he did not. He does not handle contaminated dirt. Discussed complaint with Garrett. I am going to abate the complaint as unable to verify alleged complaint and I referred this complaint to Juanita Huerta in the SJC Community Development Department to see if they have a permit for dumping the dirt.
