Luces, REHS <br /> Environmental Health Department <br /> San Joaquin County <br /> 304 E Weber Avenue, 3rd Floor <br /> Stockton, CA 95202-2708 <br /> SUBJECT: Acid Discharge Remediation at the Acid Day Tank Facility <br /> Dear Mr. Luces: <br /> Pursuant to our previous correspondence on the issue of the July 28, 2006 sulfuric acid <br /> incident, I write to provide an update on progress and future plans. <br /> Progress Report <br /> As you are aware, upon discovering the leak, the tank was drained and taken out of <br /> commission. Upon draining it as far as possible, the residual acid was pumped out and <br /> the interior of the tank cleaned by specialist contractors to allow repairs to commence. <br /> The tank outlet pipe was then completely replaced with a new pipe and flange. We <br /> believe that the replacement pipe is now stronger than the original fixture due to its <br /> internal and external weld runs and higher pipe specification. The opportunity was also <br /> taken to initiate a full inspection of the entire tank. This was conducted by <br /> N. J McCutchen, the manufacturers of the tank. It was the opinion of their representative <br /> that the tank was in good condition and no other repairs would be required. <br /> Action Plan <br /> As we consider the overall impact of the inoperability of the sulfuric acid dosing system, <br /> we have become concerned with regards to the plant's ability to meet its other regulatory <br /> requirements in terms of the plant effluent permit. Typically at this time of the year, the <br /> plant loading peaks due to algal blooms that carry over from the plant's facultative <br /> ponds. With this in mind, we intend to put the dosing system back into operation. <br /> However, before doing so, repairs will be made to the secondary containment area using <br /> an acid resistant epoxy product to ensure that it is capable of fulfilling its requirements to <br /> hold liquid. The tank will not be refilled and the system returned to service until those <br /> repairs have been completed.
