S A N J O A U I Environmental Health Department <br /> — C)U T Y—. <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ed giannecchini 1 18857 E Comstock Rd, Linden September 02, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 101 CCR 66262.12 Managed a hazardous waste without an identification number. <br /> OBSERVATION: This business does not have a hazardous waste ID number in the California Department of <br /> Toxic Substances Control (DTSC)database. <br /> REGULATION GUIDANCE: A hazardous waste generator shall not treat, store, dispose of, transport or offer <br /> for transportation, hazardous waste without having received an Environmental Protection Agency(EPA) <br /> Identification(ID) Number. A State EPA ID number is required for generators of less than 100 kg RCRA <br /> hazardous waste per month, less than one kg of acutely hazardous waste per month or any amount of <br /> non-RCRA hazardous waste. ID numbers are unique to a business and site location. <br /> CORRECTIVE ACTION: Go to the DTSC web site at <br /> https://dtsc.ca.gov/apply-for-hazardous-waste-epa-id-number/to obtain an ID number . Immediately apply <br /> for your ID number and submit evidence to the San Joaquin County Environmental Health Department <br /> within 30 days. <br /> This is a minor violation. <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated(not necessarily documented)that <br /> employees who handle hazardous waste were properly trained. Mr. Giannecchini indicated that his <br /> employee doesn't receive the pertinent training in waste handling and emergency procedures. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with <br /> proper waste handling and emergency procedures, relevant to their responsibilities during normal facility <br /> operations and emergencies. <br /> CORRECTIVE ACTION: Immediately train employees. Provide proof of training within 30 days to the San <br /> Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include <br /> hazardous waste.
