Contacted complainant Tyler Steimel, Staff Scientist for Apex <br /> Companies (619) 540-3067 He stated that approximately 10 gallons of motor oil <br /> was released by illegal dumping from a Walmart customer. He stated that the <br /> incident occurred on 7-15-2020, then clean-up was performed on 7-24-2020. 1 <br /> asked Tyler why it took 16 days to notify EHD about the spill. He stated it was due <br /> to poor management and recent loss of managers. Requested email from Tyler, <br /> Tyler.steimel@apexcos.com. Tyler stated that he has a site map, that shows <br /> which storm drain inlets were impacted by the motor oil, I requested a copy of the <br /> map. Contacted Richard Stiffler, city of Stockton, technical services supervisor. <br /> (209) 937-8740, notified him of storm drain impact. He stated that he was not <br /> notified of storm drain impact. He requested if I could check the storm drain and <br /> let him know if motor oil still appeared present inside. He stated that if motor oil <br /> appeared present then he would send someone out today. Contacted Stacy <br /> Rivera) Lead Senior REHSj updated her on spill. Received email Tyler, that had <br /> the storm drain map on it, forwarded the map to Richard Stiffler. Contacted Tyler <br /> and discussed the map with him, he stated that storm drain inlets 5,7 and curb <br /> inlet 8 were impacted. <br /> Went to Walmart parking lot, inspected the following inlets: drain inlets 4,5,6, 7 <br /> and curb inlets 7,8 and 9. 1 did not observe any sheen in the storm drain nor did I <br /> detect any strong odors. Note: Walmart parking lot had various oil stains, hard to <br /> determine motor oil impact site. Sent email to Richard, notified him of my findings. <br /> He sent a response stated that he will follow-up with an inspection early next <br /> week. Generated notice to abate and sent to Tyler's email as well as Sean Galli, <br /> Senior Manager for EHS compliance for Walmart. Sgalli@walmart.com (510) <br /> 364-9840. Received email from Tyler PE 2546 GAITAN <br /> 30 min Steimel, Staff Scientist. Informed that initial site map was incorrect, curb inlet#7 SC 544 <br /> was impacted by motor oil not curb inlet#8.
